U.S. to Commit $500 Million, Deploy 3,000 Troops in Ebola Fight


The United States is dramatically escalating its efforts to combat the spread of Ebola in West Africa, President Barack Obama will announce Tuesday during a visit to the Centers for Disease Control and Prevention in Atlanta.

The unprecedented response will include the deployment of 3,000 U.S. military forces and more than $500 million in defense spending drawn from funding normally used for efforts like the war in Afghanistan, senior administration officials outlined Monday. Obama has called America’s response to the disease a “national-security priority,” with top foreign policy and defense officials leading the government’s efforts.

The officials said Obama believes that in order to best contain the disease, the U.S. must “lead” the global response effort. In the CDC’s largest deployment in response to an epidemic, more than 100 officials from the agency are currently on the ground and $175 million has been allocated to West Africa to help combat the spread of Ebola. Those efforts will be expanded with the assistance of U.S. Africa Command, which will deploy logistics, command and control, medical, and engineering resources to affected countries.

Officials said that the Department of Defense is seeking to “reprogram” $500 million in funding from the department’s “overseas contingency operations” fund to assist in the response. Obama has also requested another $88 million from Congress for the U.S. response, including $58 million to expedite the development of experimental treatments for Ebola.

The Pentagon will deliver 130,000 sets of personal protective equipment, thousands of kits used to test for the disease, two additional mobile lab units (one is already on the ground), and a 25-bed mobile hospital to the region. In addition, Africa Command engineers will construct additional treatment units, while the others set up a training center for to educate up to 500 health workers per week. The United States Agency for International Development will also airlift tens of thousands of home health kits and protection kits, including disinfectants and protective equipment, to be delivered to communities affected by the outbreak.

The U.S. effort, named Operation United Assistance, will be based out of Monrovia, Liberia, the country hardest hit by the Ebola epidemic and where the disease is currently spreading fastest, and will be commanded by an Army general. Obama’s announcement follows weeks of calls from global health organizations that global assistance, in particular American help, is needed to address the disease.

The World Health Organization announced last week that as of Sept. 7, there have been 4,366 confirmed, suspected, or probable cases of the disease, with 2,218 deaths. More troubling is the pace of infections, which has steadily risen despite local, regional, and international containment efforts. The WHO has predicted “thousands” of new infections in the coming weeks, calling on the global community to make an “exponential increase” in its response efforts.

U.S. officials have maintained that there is a minimal threat to the United States from the disease, but Obama warned in an interview earlier this month with NBC’s Meet The Press that failing to act could elevate the risk to the nation. “If we don’t make that effort now, and this spreads not just through Africa but other parts of the world, there’s the prospect then that the virus mutates,” Obama said. “It becomes more easily transmittable. And then it could be a serious danger to the United States.”

While the affected countries have imposed screenings at their airports to stop infected individuals from boarding aircraft, U.S. officials outlined efforts to build up detection and prevention capabilities at home, including new training efforts for airline employees and flight attendants to spot ill passengers. Customs and Border Protection officers manning ports of entry to the U.S. have also received additional training to spot potentially infected travelers. Currently the disease can only be spread by direct contact with the bodily fluids of infected patients.

U.S. officials said that in addition to the potential for the disease to spread to the U.S., they are concerned by economic, security, and political instability in countries heavily affected by the outbreak.

If we start losing some troops in this war against Ebola, you can expect some worldwide crazy attention.  And then followed by a case appearing in N. America - there will probably be a large scale panic.   And it could be for good reason.

It will be a little sad if we have to start tracking the death toll of our troops so let's hope for the best.

albert, if i would be in command of such troops and logistics, after putting them in the frontline  and keeping the busy, finally i wouldnt bring any of them home but place them in smaller groups on small islands on a quarantine of at least 40 days at the end of service in this operation field.

and the groups that prove to be clear of disease i would bring them home after this very strong quarantine.. otherwise sure that you do put your own civil homeland population to an unnecessary risc

I agree Atheris.  Although this may not be an intended one way trip for those young folk in uniform, it could be challenging getting them all home safely and will be a complicated process.  I'm assuming they will make an attempt to fly any infected back to America, and there could be dozens given whatever their duties may be.   Good grief Africa is a cesspool of disease.

I don't want OUR troops over there at all!

They are needed in other places and our military has been so mistreated by this administration that I don't think he has the right to put them into direct harm this way.

Those guys didn't sign up for messing with ebola!  They are not in a medical field.  We already know that our govt will not give them good care if they get sick so why should they be expected to fix other countries' mess?

I really do hope that they will only take highly trained troops and not regular army. This is not a normal waryone, and quarantine, hygene, desinfection would be a thing that i consider need skilled ones. As already told by many ... such situation depends only on the weakest member of a group... because if one does get infected, others in his/her near will et it before knowing it, only because of to much trust and lack of attention regarding the own members.

like a hospital team is as weak as the weakest nurse, same in the army in such case as ebola.

I would bet that many of these soldiers will be from the Army Medical Corps (doctors, nurses and technicians) and support troops from supply and transport company's, MP's etc. I doubt if they will send in more than one rifle company!

Actually, our armed forces are highly trained for bioterrorism response, and since Ebola virus is a Category A BT agent, there is probably a feeling that this is a good "dress rehearsal" for a big hit on the US.   This photo is from a full-scale BT drill I participated in with CBRN (chemical, biological, radiological and nuclear) response troops from the Army National Guard.

nc-girl, I do not want our troops over there either. Beside the likely hood of catching Ebola,there are 100,000s of Islamic terrorist that are already headed to the locations where the medical units are to be set up.I was just told that sense this is a "Humanitarian" mission,the US troops are not going to be armed. It will be a massacre.And we can thank our president.Johnray1

I get really tired of people "hating" on the president. Did it ever occur that this must be seen as a VERY significant threat by our government, if 450 troops are going to fight the ISIS situation, nasty monsters that they are, but 3000 troops are being committed to try and stop this virus from continuing on its current trajectory????? And anyone who thinks this is just Africa's problem needs to wake up. There are so many ways that this can end up crashing things in this country, it's really too long to list. I, for one, am glad our president is doing something.

A little more from Obama.  Glad to see they're also mentioning Nigeria and Senegal.  If Nigeria has contained it then they should also lend their expertise to Liberia.


(CNN) -- After an in-person briefing from the staff at the Centers for Disease Control and Prevention in Atlanta, President Barack Obama on Tuesday announced a "major increase" in the U.S. response to the Ebola outbreak in West Africa.

The United States will send troops, material to build field hospitals, additional health care workers, community care kits and badly needed medical supplies.

Countless taxis filled with families worried they've become infected with Ebola currently crisscross Monrovia in search of help.

They scour the Liberian capital, but not one clinic can take them in for treatment.

"Today, there is not one single bed available for the treatment of an Ebola patient in the entire country of Liberia," said Margaret Chan, the World Health Organization's director-general.

"As soon as a new Ebola treatment facility is opened, it immediately fills to overflowing with patients," the WHO said.

Hospitals and clinics in Guinea, Liberia and Sierra Leone -- the countries hit hardest by the outbreak -- are overwhelmed by what the WHO is calling the deadliest Ebola outbreak in history.

The virus has killed at least 2,400 people, and thousands more are infected. And there are now cases in Nigeria and Senegal.

"The number of new cases is increasing exponentially," the WHO said, calling the situation a "dire emergency with ... unprecedented dimensions of human suffering."

"Men and women and children are just sitting, waiting to die right now," Obama said.

"This is a daunting task, but here's what gives us hope. The world knows how to fight this disease. It's not a mystery. We know the science. We know how to prevent it from spreading. We know how to care for those who contract it. We know that if we take the proper steps, we can save lives. But we have to act fast," Obama said.

"We can't dawdle on this one. We have to move with force and make sure that we are catching this as best we can, given that it has already broken out in ways that we have not seen before."

The CDC already has hundreds of professionals on the ground in what the President described as the "largest international response in the history of the CDC."

Maj. Gen. Darryl Williams, commander of the U.S. Army Africa, arrived in Liberia on Tuesday. Liberian leadership asked that the U.S. military step in to help support civilian efforts there.

Williams will coordinate the military's efforts to improve logistics, to build additional field hospitals and to create what the President called an "air bridge" to bring in additional supplies and health care workers. The effort will be called Operation United Assistance.

The new treatment centers may house up to 1,700 additional beds. American military personnel in the region could increase by 3,000, administration officials said.

The U.S. will also create a new training facility to help prepare thousands more health care workers to handle sick patients. U.S. medics will train up to 500 health care workers per week to identify and care for people with Ebola.

USAID will give 400,000 treatment kits with sanitizer and other protective items like gloves to families to help them protect their own safety as they care for sick relatives.

The President also called on Congress to approve additional funding his administration requested to carry on these critical efforts to stop the virus.

Obama added that "faced with this outbreak, the world is looking to" the United States to lead international efforts to combat the virus. He said the United States is ready to take on that leadership role.

"Here's the hard truth. In West Africa, Ebola is now an epidemic of the likes that we have not seen before. It's spiraling out of control," Obama said. "If the outbreak is not stopped now, we could be looking at hundreds of thousands of people infected with profound political and economic and security implications for all of us."

Washington has already committed more than $100 million to combat Ebola, according to the U.S. Agency for International Development.

Last week, USAID said it would spend $75 million to build treatment facilities and supply them with medical equipment. The Pentagon says it's working to shift $500 million of not yet obligated funds toward the Ebola effort.

I read a slip of the tongue, by an authority figure, who said that most of the funding is to
be used to pay the cost for the damage (already incurred) by the Ebola situation. I will try
to find the article. It may be missing now.

If that is the case, then the millions and billions being demanded, are merely to cover the
losses to those who fronted resources, hoping for things to get back to business as usual.

Misappropriation of funds, does not apply to Mafioso Governments, or those who are their
bought off enforcers.. This includes the Financial Embodiments, who were created through
the venues of plunder, threat, duress, coercion and oppression.

If Ebola is a real end of the road plague, these individuals will have no more protection then
anyone else, involved in these practices.

It is simple cause and effect. Do this and you get these results. Tamper with the outcome
of certain causes, and the effects can be so mind boggling to be considered coming from,
"out of this world."

Even if just 1/10th of 1% of our 3,000 military men and women return with Ebola, then we now have 3 infected people on crowded bases, infecting their wives, girlfriends, other soldiers, and kids.

What they need to do is to quarantine anyone returning from Africa and stop all passenger flights out of there. Our government won't do this, so the only conclusion that a sane person could come up with is that they want this to spread.
