Washington, D.C. (AHN) - The World Health Organization (WHO) confirms the swine flu (H1N1) has spread to three new countries and will raise the international alert level as the pandemic continues to grow. On Wednesday, the WHO confirmed H1N1 cases have reached Cuba, Finland and Thailand, bringing the global number of confirmed cases to 5,728 in 33 countries.

Mexico, which remains hardest hit by the outbreak, has lost 56 people to the swine flu, while the American death toll remains unchanged at three patients.

Nonetheless, WHO Director-General Margaret Chan ordered the agency to increase the alert level to 5. According to the WHO, a category 5 pandemic "is characterized by human-to-human spread of the virus into at least two countries in one region."

"Phase 5 is a strong signal that a pandemic is imminent and that the time to finalize the organization, communication, and implementation of the planned mitigation measures is short," the WHO explains.

Meanwhile, in the United States the virus continues to spread, now claiming 3009 confirmed cases across 45 states.

"In terms of our U.S. situation, you know we've had a active response with more than 100 field staff deployed to help with investigations in this country and Mexico," Center for Disease Control and Prevention (CDC) Interim Deputy Director for Science and Public Health Dr. Anne Schuchat told reporters.

"We've deployed the test kits to the states, and I'm happy to report that as of today, 29 of the states are now doing their own confirmatory testing for the novel H1N1 strain... It's important to say that we may see changes as this virus is present in different countries, depending on the health care resources of the countries and the types of interventions that are carried out as well as potential changes that the virus goes through, as influenza viruses can mutate and evolve in the course of their spread," Schuchat added.

WHO to Draw up New Flu Virulence Guidelines

A WHO official said the planned guideline is intended to make the environment appropriate for raising the alert level from the current Phase 5, under which human-to-human spread of the virus is observed in one region
The official said the organization is concerned about a possible overreaction by the public if the alert level is raised at this stage. Therefore, the level will be raised only after the guideline is able to clearly reflect the mildness of the new strain of virus, according to the official.


The new strain of influenza is spreading not only among the United States and Mexico but also in European countries, including Britain and Spain. However, the British government has been insisting that there is no sustained human-to-human infection, apparently out of concerns of the possible adverse impact on its economy and other social activities, making it difficult for the U.N. body to make a decision to raise the alert level immediately.

I went to the WHO site and they still show it as "5".
