Hundreds of Isis in Europe ready to attack

Now IS is being cornered in Iraq and Syria, Turkey and Saudi Arabia (but proberbly also other countries) are "sending"known fighters outside their borders. Some of them end up in other war-zones; Pakistan/India, Libya, Ukraine, Afghanistan, West-Africa, Egypt. But some of those fighters will end up as "refugees" in Europe. 

Belgium has a federal government, 4 regional governments (for the Dutch, French, German-speaking population and Brussels). Brussels alone has 19 municipalities and 6 police-districts. The authorities in Belgium have a big problem in communications. 

After the Brussels Airport Zaventem attack at 08 hrs local time at 8.51 the metro was supposed to be shut down-but the decission did not reach the workfloor in time so around 9.10 hrs 20 people were killed in the Brussels metro. 

The Flemish-government missed the national memorial because the federal government failed to inform the flemish government. 

The justice-system in Belgium still mostly do not work with computers. 

Turkey did send a known jihadi to Belgium (via the Netherlands) but a Belgian civil servant failed to send the Turkish warning to Belgium for a month. 

With open borders and different laws on fire-arms, wide spread availability of heavy weapons from the Yugoslavia and Ukraine wars heavy weapons can be transported and get hold of without huge problems. 

IS (maybe to be seen as a private KSA (and Erdogan ?) army) can communicate from their Mosul Iraq HQ and coordinate command attacks in the EU with western ICT. 

If IS want to turn western Europe in a war zone the lack of communication and coordination in western Europe by the governments, the lack of political will to understand the problem, is an "open door" for IS. 

Both the US and Russia have national organizations that can work all over their countries. Europol in the EU is just one other leg of a buraucracy. 

To make things worse quite a lot of returning IS-terrorists have family in the EU welcoming them, communities that have lossed trust in police and governments. It is quite easy for terror-cells to hide. Germany proberbly has most of IS cells but so far it has been relative quiet there.

But those terrorists need people for preparations, seeking targets, following persons, getting weapons, explosives, communications etc.
