It might be interesting for you to know when I was logged into WHO on June 11, 2009 and Margaret Chan announced the Pandemic - she was in a 2 hour meeting with "a group" who decided whether it was okay or not for her to declare a Pandemic.

Wars are not the only thing controlled in the world by some sort of group behind the scenes. During the SARS situation I had posted here as ambulances where shuffling patients from hospital to hospital preventing the observers sent in from getting an accurate count of how many people were infected. This was organized and put into place by the government.

The pre-Pandemic-announcement meeting - shows us that money and economy can truly suppress not only the numbers of infections and deaths announced or even counted. 

Yet, no amount of under-reporting can truly silence a real Pandemic or epidemic. The real criteria for this being "bodies in the streets."  BTS - just as the Minister of Information stood outside the Baghdad building as the American tanks rode by in back of him and denied everything.
