I am not sure he is a failure.  That epithet depends on what he was trying to do. 

As a great leader, elder statesman and humanitarian, filled with  love, care and understanding for his country, he is an absolute failure.  But, I believe his goals to be different.  As a rich powerful man with a following of devoted slaves he is a gigamtic, historic, unprecedented success.

He just might prove to be an unprecedented success as a warmonger too.  That remains to be seen.
