This WAS being ignored by Russia and China never signed it. But withdrawing is the stupidest response of all. Making treaties is almost impossible - it takes a Gorbachev and a Regan at the same time. Both were exceptional men.

So:

A clever diplomat would have persuaded the others into compliance, or something approaching it.

Someone of average intelligence, but well informed, would have muddled along.

But...............................
