A 50% increase in two days.   The infection rate is still doubling every 3 - 4 days.    30% of Ukraine will most likely fall ill over the next 14 days.   All of Europe within 30 days.  Then the U.S.    Right around the first of the year, or maybe sooner, 30% - 40% of the U.S could also fall sick?   It is what it is I'm afraid.   
 
I would suggest people in high risk groups get the h1n1 vax asap over the next 30 days, or it may not be possible.   It's too bad the vaccination campaigns didn't work considering what's heading our way in just over a month.   No vaccine means this will most likely be more severe than a Cat. 1 pandemic, but just a guess.

KIEV, Nov. 5 – Prime Minister Yulia Tymoshenko on Thursday changed her stance towards accepting vaccination after the World Health Organization warned that two more strains of flu, including the bird flu, may strike Ukraine.

The change comes three weeks after the start of a deadly swine flu epidemic in Ukraine that is believed to have killed about 100 people so far and infected hundreds of thousands.

“We cannot relax even for a moment because the World Health Organization predicts two more waves of flu, including the bird flu, are expected in Ukraine,” Tymoshenko said at a meeting with local administration in Chernivtsi.

“There is no alternative to vaccination,” Tymoshenko said. “The entire world is going this way, but we have to analyze the tactic and approach towards the vaccination. When the country is going through difficult times, like today’s epidemic, we have to think how to develop a strategy towards protecting the people.”

The meeting comes a day after Tymoshenko admitted she was not vaccinated and that she prefers “like all other people” to rely on garlic, onion and lemon as a way of preventing the flu.

Her comment, made in Ivano-Frankivsk, the epicenter of the swine flu, was extremely controversial and misleading as the vaccination is the only known way of preventing the flu.

The rate of vaccination in Ukraine is extremely low – at about 58% - as many people believe vaccination was not effective or even dangerous. This perhaps explains why Ukraine – unlike other countries in the region - is especially hard hit by the flu.

Experts say the rate of vaccination must increase to at least 90% in order to prevent the spread of viruses causing flu.

President Viktor Yushchenko, in a televised address to the nation on Wednesday, urged the people to get vaccinations as soon as possible after consulting their doctors.

Ukraine has been battling the outbreak of the swine flu for the past three weeks, with measuring mainly including shutting down schools and banning pubic gatherings.

The World Health Organization, which sent a team to Ukraine to investigate the illnesses, said it has reasons to believe the outbreak may be caused by the swine flu, also known as (A)H1N1.

Separately, the European Union will send its own team to Ukraine with experts expected to arrive on Friday on mission to check on the spread of the epidemic and to provide recommendations.

“The vaccination is needed, it will be conducted against both, the seasonal flu and the Californian flu,” Oleksandr Turchynov, the first deputy prime minister, said Thursday. Officials often refer to the swine flu in Ukraine as the Californian flu.

“Due to political speculations, a black zone around the vaccinations has been created in Ukraine,” Turchynov said. “This problem was shifted from expert to political sphere. The number of people getting vaccination has dropped considerably.”

Meanwhile, Tymoshenko said the number of new cases involving flu-like illnesses has slowed down after three weeks of rapid growth, perhaps suggesting the epidemic may be leveling off.

The pattern of previous seasonal flu epidemics suggests that the spread of the disease will stop and will be subsiding over the next three weeks.

“I think that we have reached more or less clear stability,” Tymoshenko said. “Now there will be three weeks that the epidemic will gradually subside and we will see the situation returning back to normal.” (tl/ez)

I just read several articles on another site while looking for current news on the outbreak that they have just declared martial law there.  There was also an article talking about the spraying of some aerosol type substances over areas just days before the outbreak.  Since I have never been to the sites before I cannot say whether or not they are creditable.  I pray with a whole heart that what I read at the other site was nonsense, cause if any of it's true...we're screwed.  I would appreciate if anyone who knows more could help clear up the information.  thanks.  Oh these articles were dated Nov 6. 2009.

President's address to the Ukrainian people on the occasion of flu epidemic in Ukraine

Dear fellow citizens!

I address you in performance of my constitutional duty under the Article 106 of the Basic Law of the state.

The reason is the emergency epidemic situation in the country.

Infections of viral origin, including the A/H1N1 flu, are rapidly spreading across Ukraine.

The emergency is evident in the scale of the epidemic: the speed and the geography of its spreading, rapid progress of the illness and the exceptional number of deaths.

People are dying. The epidemic is killing doctors. This is absolutely unprecedented and inconceivable in the XXI century.

All the limits have been exceeded - even those under the Constitution that determine my actions as the President.

Therefore I am motivated by the most important: the security of your life and your health.

Therefore I give clear and frank assessment of the situation. And you should know that.

We have special risk factors that aggravate the epidemic in Ukraine.

The conclusions of the National Security and Defense Council of Ukraine, my numerous consultations with national and international experts show that.

First. Unlike similar epidemics in other countries, three pathogens of viral infections came to Ukraine at the same time: two of them are seasonal flu and the third is the A/H1N1.

According to virologists, such a combination of infections due to mutation may produce a new, even more aggressive virus.

That's why I have addressed the United Nations with the request to conduct a virologic examination in Ukraine and to establish the appropriate laboratory in order to take timely preventive measures.

Second. The A/H1N1 virus is easily mutating. It has travelled across half of the globe before coming to Ukraine.

This means that the virus has become particularly pathogenic.

This means that medical aid must be urgently reinforced by emergency, critical care treatment.

The third risk factor. It is generally known that the only way to prevent any infection is vaccination.

Due to unprofessional and highly disorganized vaccination against measles and rubella in Ukraine the practice of vaccination is compromised in essence.

According to the estimates of the Minister of Health approximately 58% of citizens are vaccinated today in Ukraine with the effective level being 90% and higher.

People have stopped getting vaccinated against extremely dangerous infections: tuberculosis, diphtheria, etc.

This led to high risk of A/H1N1 infection spread, when the virus came to Ukraine and made impossible preventive vaccination against both strains of seasonal flu.

All this made general epidemic situation in Ukraine even more complicated.

As the President I ask you, dear fellow citizens, to reconsider your attitude to vaccination and do it if necessary, but only, I emphasize it - only after consultation with the doctor.

At the same time I instruct the Government and the Ministry of Health to immediately start preventive and promotional work in areas where there is no epidemic, targeting primarily the special risk groups.

I demand the Government to immediately cancel the existing order of registration of medical supplies, including vaccines.

Studying this issue by the National Security and Defense Council shown that this procedure has allowed various dealers to bring to Ukraine dubious medicines, which are not recognized by the WHO or other national institutions.

Under my direction the Security Service is investigating the issue.

The fourth factor. In reality it is the Reactor 4.

I mean the epidemic, rapid spread of viral infections in the west of the country. The Government, the leadership of the Parliament and the opposition were all aware of that already in early October.

The first and the most effective preventive measure is avoiding large gatherings of people.

Ignoring this principle, hundreds of thousands of people from different regions were brought to Kyiv; from both the areas struck by the epidemic, and those where there was no evidence of this epidemic.

This greatly increased the risk of infection.

I emphasize: it was a well-known thing. And it was ignored by the Chairman of the Parliament, by the opposition leader and, first of all, by the Prime Minister. And Chief Sanitary Inspector, together with his subordinates in the regions, including those in the city of Kiev ignored their professional duty.

This directly reminds of the May Day demonstration in Kiev, held shortly after the accident at Chernobyl NPP.

This is a display of criminal irresponsibility of politicians and complete indifference towards the people.

Let me cite one example. On October 20 the epidemic of flu was declared in Ternopil with schools and kindergartens closed for quarantine. "From October 21 secondary and primary schools are closed due to the growing rate of flu and ARD sickness”. This was the order of local authorities.

As of October 20 the rate of ARD in Ternopil was 172.9 cases per 10 thousand people with epidemiological threshold for the city being 160 patients per 10 thousand people. In other words - all services of the country responsible for monitoring the figure were informed and knew about the situation.

However, not a single Sanitary Inspector has banned either the movement of people, nor their gathering, including those in Kiev on October 24, when people have gathered at the central square.

I would like to remind you, my dear, that on October 24, 2009 10 deaths were known to have occurred in Ternopil region itself and 6 deaths were reported in Lviv region. And in 7 days after the abovementioned gathering Kyiv turned out in the situation, when the rate of sickness demanded the announcement of flu epidemic. This is the behavior of the great politicians. The neglect of elementary means of prevention of a disease in any country in the world, by any society. Because they must conduct a show, they have concerts, because they were paid for and 130 million have already been spent.

In that, dear Ukrainians, I see not only moral but also criminal liability.

I have addressed the Prosecutor General of Ukraine with the request to institute criminal charges of negligence committed by first of all the Chief Sanitary Inspector, Kyiv City Sanitarian and the officials, who, despite having daily information on the epidemic situation in the country, neglected it in pursuit of political dividends and ambition.

Now, the only principle of organizing preventive measures at the national scale should be as follows:

We treat the West and defend East, Center, North and South of Ukraine amain.

I now rely solely on the professionalism of our doctors. Today they are the true heroes of our nation.

I once again demand the Government to comply with the order the National Security and Defense Council to resolve the issue of wages for our doctors in this difficult period for the country.

The fifth factor.

Dear fellow citizens, the key threat that is aggravating the situation is chaos in the system of healthcare and protection of lives of people.

Today we must recognize that Ukraine does not have a single healthcare system. Prevention of any infection, including through vaccination, the localization and overcoming the consequences of epidemics is the responsibility of the State Sanitary-Epidemiological Service of Ukraine.

The Service is headed by the Chief Sanitary Inspector. He is appointed by the Prime Minister.

The current Constitution after alterations in 2004 makes the Government solely responsible for conducting state healthcare policy.

The practice of using the power, as evident today, is a failure.

To the executive power, which is not subordinate to the President, I have suggested the holistic healthcare reforms plan and a set of instructions and recommendations that would help create the optimal model of the system for years to come. My remarks were presented as the groundless interference in Government’s work and as the unfounded criticism.

Back in April of 2009 I addressed the Government with the request to establish a special interdepartmental commission on fighting the spread of flu viruses, to finance the establishment of Flu Center and to take all measures to protect the country against flu. That included providing adequate availability of medicines, facemasks and all other necessaries.

Partial implementation of the instructions has its consequences.

They were not ignoring me – they were ignoring the people, the citizens. It is clear why. Because Ukraine still has unfair system of healthcare - one is for the power, the other is for the people.

We must change the system. We must change the entire system of government in Ukraine.

But now, in this moment there is no time for waiting or remonstrance.

National Security and Defense Council should become the center of decision-making.

Failure to comply with its orders will immediately result in application to the law enforcement authorities.

I remind all the responsible persons and draw attention to all of my orders, made in Lviv four days ago. In three days the deadline for compliance with these orders expires.

With my decree I put Minister of Health and Chief Sanitary Inspector of Ukraine into the Council for National Security and Defense.

I am conscious of my responsibility.

I express deep condolences to the families and relatives of those who have died.

I express my deep appreciation to doctors, who are saving our people risking their own lives. I am moved by this sacrifice. Such a commitment means that the epidemic will be stopped.

I appeal to all of you, dear fellow citizens, to show solidarity, mutual support, and strictly adhere to all the safety regulations regarding protection of your health and lives.

For not a single moment you will be left alone by the state.

Thank you for your attention.

Twenty-eight cases of the A/H1N1 flu virus have been confirmed in Ukraine, according to Oleksiy Hromazin, the director of the Ukrainian Emergencies Ministry's department for healthcare and medical and biological protection.

He said on Friday that of the 28 confirmed swine flu cases, 13 people had died. He also said that 109 people had already died of flu and acute respiratory infections in Ukraine since the start of the epidemic.

You might have missed the way the numbers were counted. If they tested the bodies of 32 people and found 16 positive that does not make a 50% CFR. That just means that 50% of the 32 fatalities tested for the swine flu actually had the Swine flu. Remember the swine flu has been estimated to have infected 100's of thousands with around 100? deaths so far in the Ukraine

This is just my opinion and it's totally open for debate. The Ukraine Swine Flu "Hype" might be a planned political issue setup to postpone the Presidential Election. To me it looks like the Current President is just trying to hang in office longer.

1. "But should there be a state of emergency, the election would have to be delayed," he said, adding that May 30 would be an alternative date. The election is due to take place on Jan. 17, 2010."

Wouldn't this add almost 4 1/2 months to the current presidents term?

2. "Yushchenko this week called for the general prosecutor to investigate possible criminal negligence in the government's handling of the flu epidemic that has killed over 100 in recent weeks and infected over 750,000 in Ukraine"

The CFR started off at .03% and now its down to .0134% and is very close to America's CFR.

3. "With public support at 5 percent or lower, Yushchenko is unlikely to win re-election. Tymoshenko and Viktor Yanukovich -- a former premier who was also the main loser in the Orange Revolution -- are both front-runners now."

4. "KIEV, Nov 6 (Reuters) - Ukraine could delay a January presidential election until May next year if the government fails to control an outbreak of H1N1 flu, a senior official wrote on the respected news Web site Ukrainska Pravda on Friday."

It's all in this story if you piece it all together.

Lori- I pulled up something today on another fluish thing in India. Also-A Netherlands article that said the new strain in Ukraine is not swine flu. The deaths in India were tested and none of them were Swine Flu. The new disease may be neither viral or swine flu. Also the numbers for pneumonic plague- while 100% CFR in the past range from 5-15% when treated. We still have Bubonic plague in prarie dogs in the Sunbelt states. It is unlikely this is a mutation if one goes by the formal statements of CDC which deny any mutation at all has occured in Swine Flu since Mexico. It may be something else.

My question is, what did the other suspected swine flu cases die from?  Maybe something else is doing the killing and sneaking along with h1n1?    
 
Same pattern.  Suspected swine flu deaths not being from swine flu, nor from a detectable flu.

Bacterial Pneumonia Caused Most Deaths in 1918 Influenza Pandemic
Implications for Future Pandemic Planning

The majority of deaths during the influenza pandemic of 1918-1919 were not caused by the influenza virus acting alone, report researchers from the National Institute of Allergy and Infectious Diseases (NIAID), part of the National Institutes of Health. Instead, most victims succumbed to bacterial pneumonia following influenza virus infection. The pneumonia was caused when bacteria that normally inhabit the nose and throat invaded the lungs along a pathway created when the virus destroyed the cells that line the bronchial tubes and lungs.

A future influenza pandemic may unfold in a similar manner, say the NIAID authors, whose paper in the Oct. 1 issue of The Journal of Infectious Diseases is now available online. Therefore, the authors conclude, comprehensive pandemic preparations should include not only efforts to produce new or improved influenza vaccines and antiviral drugs but also provisions to stockpile antibiotics and bacterial vaccines as well.

The work presents complementary lines of evidence from the fields of pathology and history of medicine to support this conclusion. "The weight of evidence we examined from both historical and modern analyses of the 1918 influenza pandemic favors a scenario in which viral damage followed by bacterial pneumonia led to the vast majority of deaths," says co-author NIAID Director Anthony S. Fauci, M.D. "In essence, the virus landed the first blow while bacteria delivered the knockout punch."

NIAID co-author and pathologist Jeffery Taubenberger, M.D., Ph.D., examined lung tissue samples from 58 soldiers who died of influenza at various U. S. military bases in 1918 and 1919. The samples, preserved in paraffin blocks, were re-cut and stained to allow microscopic evaluation. Examination revealed a spectrum of tissue damage "ranging from changes characteristic of the primary viral pneumonia and evidence of tissue repair to evidence of severe, acute, secondary bacterial pneumonia," says Dr. Taubenberger. In most cases, he adds, the predominant disease at the time of death appeared to have been bacterial pneumonia. There also was evidence that the virus destroyed the cells lining the bronchial tubes, including cells with protective hair-like projections, or cilia. This loss made other kinds of cells throughout the entire respiratory tract — including cells deep in the lungs — vulnerable to attack by bacteria that migrated down the newly created pathway from the nose and throat.

In a quest to obtain all scientific publications reporting on the pathology and bacteriology of the 1918-1919 influenza pandemic, Dr. Taubenberger and NIAID co-author David Morens, M.D., searched bibliography sources for papers in any language. They also reviewed scientific and medical journals published in English, French and German, and located all papers reporting on autopsies conducted on influenza victims. From a pool of more than 2,000 publications that appeared between 1919 and 1929, the researchers identified 118 key autopsy series reports. In total, the autopsy series they reviewed represented 8,398 individual autopsies conducted in 15 countries.

The published reports "clearly and consistently implicated secondary bacterial pneumonia caused by common upper respiratory flora in most influenza fatalities," says Dr. Morens. Pathologists of the time, he adds, were nearly unanimous in the conviction that deaths were not caused directly by the then-unidentified influenza virus, but rather resulted from severe secondary pneumonia caused by various bacteria. Absent the secondary bacterial infections, many patients might have survived, experts at the time believed. Indeed, the availability of antibiotics during the other influenza pandemics of the 20th century, specifically those of 1957 and 1968, was probably a key factor in the lower number of worldwide deaths during those outbreaks, notes Dr. Morens.

The cause and timing of the next influenza pandemic cannot be predicted with certainty, the authors acknowledge, nor can the virulence of the pandemic influenza virus strain. However, it is possible that — as in 1918 — a similar pattern of viral damage followed by bacterial invasion could unfold, say the authors. Preparations for diagnosing, treating and preventing bacterial pneumonia should be among highest priorities in influenza pandemic planning, they write. "We are encouraged by the fact that pandemic planners are already considering and implementing some of these actions," says Dr. Fauci.

Death toll rises to 135 in Ukraine flu epidemic

An epidemic of flu and respiratory infections has now taken 135 lives in Ukraine, the health ministry said, as the country Saturday received a new portion of medical aid from Europe.

A total of 871,037 people have been recorded ill with flu and acute respiratory infections since late October, with 39,603 of them hospitalized, including 317 people in a grave condition, the ministry said.

A plane with Austrian assistance worth 2.5 million Ukrainian hryvnias (more than 300,000 dollars) arrived in Kiev early on Saturday, the press officer of the European Commission delegation to Ukraine, David Stulik told AFP.

"The consignment, of total weight 10.4 tonnes, consists of 464,640 protective masks, disinfectant liquids for face, hands and surfaces as well as 150,000 pairs of protective gloves," he said.

The United States is planning to deliver Ukraine 930,000 doses of vaccines for immunization against swine flu in early December, the embassy said.

Meanwhile, the panic over the flu epidemic has caused speculation of the possible imposing of a state of emergency and postponing of the presidential elections, scheduled on January, 17, 2010.

The secretary of Ukraine's National Security and Defence Council Raisa Bohatyriova said in a TV interview that there were some prerequisites for the emergency measures.

"To save other people perhaps we need the state of emergency. And there are the constitutional prerequisites (for that)...," Bohatyriova said.

But Ukrainian Prime Minister Yulia Tymoshenko refuted that the epidemic may influence the date of the presidential elections, saying that "for the moment there is no need for the cancellation of the elections."

Analysts suggested that rival Ukrainian leaders may be trying to exploit popular fears in campaigning ahead of January 17 presidential polls, as each candidate seeks to take the initiative in fighting the outbreak.

The Ukrainian Security Service, the SBU, -- the Ukrainian government's secret police -- has arrested a 30-year-old man who reported on the unfolding pandemic in the country, specifically on 170 people being hospitalised, trains travelling through Tarnopol without stopping, planes carrying out disinfection missions at night time and the death of students at Tarnopol and Lviv.
 
 
The case has gone to court. If found guilty, the blogger can be sentenced to one month of forced labor, have a 20% salary deduction or be fined 15 times the minimum income.
 
 
The blogger was arrested for spreading "rumours and fearmongering" under special emergency laws the Ukrainian government is implementing under the pretext of fighting a pandemic.
