I propose to store water in my 240 litre recycling 'Wheelie Bin' (do they have those in the USA?) by cleaning it thoroughly and lining it with a large plastic bin liner.
Does anyone know if this is a good idea? Any negatives?

Just use a food safe liner, not trash bags.

Sounds great to me. I agree with 2ifbyC, trash bags are often chemically treated.
