They can be linked.

ARDS is acute respiratory distress syndrome.  Basically it is severe inflamation of the lungs.

On a microscopic level the gas exchange bit of the lung (the alveoli - singular alveolus) is like a balloon of membrane covered with a net of tiny blood vessels.  Each breath flows down into these bags and oxygen goes through the membrane into the blood and carbon dioxide goes the other way.

When ARDS develops, the membrane both swells and leaks fluid into the inside of the 'balloon'.  The gas exchange is restricted by simultaneous suffocation and drowning.

A cytokine storm is an over-reaction of the immune system.  It causes inflammation of everything and attacks the whole body - not just the invading bug. It can produce ARDS by inflaming the membrane of each alveolus, but it attacks and inflames every other organ too. The body's answer to a doomsday weapon: "We are losing the war!  Kill everything; let God sort it out!"
