The headlines will concentrate on the athletes, but the actual case count is much higher. 

For example BBC had this title  Tokyo Olympics: First athletes have Covid at athletes village, but the article talks of at least 25 cases in the last two days:

Quote In total, organisers on Sunday reported 10 new cases connected to the Olympics including media, contractors and other personnel. That compares with 15 new cases on Saturday.
