So we know that NK has gone from "no cases" to one case in CAPITAL city a couple/few days ago... to magically a (more remote?) village having cluster outbreak. So safe to say - it's rampant there? Likely similar numbers to Wuhan but possibly a month behind???

Not good for the stability of country/govt and what 'leader' (I use that term loosely) will do to maintain control and position. Not cool!

If it's to be - it's up to me!

50-year-old man in Vinh Phuc Province, the father of one of the infected patients, has tested positive for novel coronavirus, the Health Ministry confirmed Thursday.
The man lived in the same house in Son Loi Commune, Binh Xuyen District of the northern province with his 23-year-old daughter, Nguyen Thi Du, one of eight Vietnamese workers of Japan-based Nihon Plast Company Limited who’d been sent to Wuhan for training last November and confirmed positive for Covid-19 after coming back in January.

Six of the workers have tested positive for the virus, and two others are awaiting results.

Earlier, the 49-year-old mother and 16-year-old sister of Du were infected with the virus and are being treated at a local health center.

After his wife and two daughters tested positive for the virus, the provincial center for disease control quarantined him. During the quarantine period, the patient showed no fever, cough, shortness of breath.

On February 11, the patient felt tired. After taking his blood sample for testing, he was found positive for the virus and is now quarratined at the local medical center. His health is now in stable condition.

Vietnam has recorded 16 infection cases of the new coronavirus so far, with 11 in Vinh Phuc, three in Ho Chi Minh City, one in Khanh Hoa and one in Thanh Hoa.

Starting from Thursday, Vinh Phuc Province has locked down Son Loi Commune where eight people have contracted the new coronavirus.

I am not familiar with the geography of NK, but wonder if these locations are fairly well spread out - would likely mean lots of asymptomatic &/or low level infections in between/around? I would think that they would hide their numbers similar to the CCP?

Geography check.

If NK means North Korea, you are miles and miles and miles out (the whole width of China). The commune is in Vietnam.

The Construction Department of Ho Chi Minh City has issued a document urging People’s Committees of 24 districts in the city to intensify epidemic preventive measures at apartment buildings amid the complicated development of the COVID-19 epidemic
The document called for the fumigation of apartment buildings and the close monitoring of the movement of residents, especially in buildings with foreign tenants.
Those who come from or travel through China should be quarantined in line with the Health Ministry’s guidance, it said, adding that any suspected case must be promptly reported to the local medical agency for quickly quarantine and treatment.
The department also asked management boards of apartment buildings to guide tenants in how to prevent virus transmission and avoid organising events with large number of participants. 
According to the department, there are 1,440 apartment buildings in Ho Chi Minh with more than 140,000 apartments.
The city so far reported three confirmed cases of COVID-19, two of whom, a pair of Chinese father and son who were the first COVID-19 cases in Vietnam, have been cured.
Vietnam has so far confirmed 16 cases of the viral infection. Among them, seven have fully recovered. They were all treated for free.
