I have to agree with the lawyer...people will NOT stay home because they are dumb.  But what can you do ...NOTHING!  People like that will just keep quarantines longer for people who do follow protocol.  Then you have the homeless who will wander anywhere an spread Covid19.   Problems with any of this but we will have to deal with it.
