	This is one of the countries whose leaders took an early stance that covid was a fraud. By not testing they can met the WHO standard where only fully tested cases can be declared to be covid. I know the WHO is going for the gold standard here, but it plays into the hands of those who deny the seriousness and want to blow their own trump about it.
