west nile has been in my area for 3+ yrs now..
 
if exposed to it over time do you build a resistance?

I lived in the NYC area when the initial outbreak occurred.  A study was done by public health (where they went door to door and people gave samples to be tested.)
 
It turned out that over 70% of New Yorkers had had WN.  Most people don't realize it when they come down with it.  It's just like having a cold.  It's only a small percentage of people who will have the severe form of it.
