It's not unusual to have two in the air at the same time, but unprecedented to have 16 in the air at one time.  I don't read much into this other than the military doing their job while the President is ill.

Hmmm... The way I read it, there are a total of 16 planes, but only two were in the air.  Not unheard of.

Twin means two.  Sorties means flights.

Yes, I like learning things too.  I actually had to look up Sorties in order to be sure of what it meant.
