Yep - Yoda nailed it there (don't you love machine translations?). The Chinese are keeping things under wraps and everyone knows it, but nobody can prove it because of the stranglehold they have on the media.

I think it's a given with the PRC.  Hell, active cases may be reluctant to present at hospitals because of what will happen to their families & patient contacts.
