The UN's World Health Organization has raised the alert over the spread of swine flu to level five - one short of a full-blown pandemic.

A phase five alert means human-to-human transmission in at least two countries.

Pandemic Declaration Said Imminent as Swine Flu Cases Spread
Share | Email | Print | A A A

By Naomi Kresge and Dermot Doherty

April 29 (Bloomberg) -- The World Health Organization said it may soon formally declare the first pandemic in 41 years as a swine flu outbreak spread to eight nations and 11 U.S. states, according to a person familiar with the decision.

WHO’s Director-General Margaret Chan raised the agency’s six-phase pandemic alert to 5 from 4, the second jump in three days, the person said. Level 5 means a pandemic, or a global outbreak of a new virus, is imminent.

WHO and other health authorities have begun developing a vaccine against the disease, linked to 159 deaths in Mexico and 1 in the U.S. More than 100 swine-flu cases have been confirmed in North America, Europe and the Pacific, and the virus will probably spread, Keiji Fukuda, WHO assistant director-general for health security and environment, said today in a conference call with reporters.

“We have been preparing all along as if this is going to stage 6,” Janet Napolitano, U.S. Homeland Security secretary, said at a news conference in Washington earlier today. “Our preparations are for a situation in which this does become a full-fledged pandemic.”

What types of large gatherings will you cancel ?..... danced around it....  (I'm thinking...the Stae Fairs ?)

so far it is mild.   They say they can't tell yet how bad it will be...if it gets worse in the Southern Hemisphere...they are watching closely...my own opinion is they may not have kids go back to school in the fall.  They did say to plan for it. Kids go back (college also) in
Aug.-Sept. and it's no shock that the fatalities were mostly in October.  No large gathering in the summer is what they are saying in some states.

What if the government is trying to declare martial law and then force us to get shots
shots that will kill off a lot of the population, maybe this virus is not really that bad at the moment and they are trying to panic us to take the shots.

Google this and do not take the shots.

They won't have any to give out...except some that they say are highly diluted, perhaps for health Care workers etc.... they say they will use the egg based vaccine....and that does take longer.   I don't think they will force anyone...they don't have the time or man power to go grabbing folks for shots...not to worry.

Swine influenza

Ladies and gentlemen,

Based on assessment of all available information, and following several expert

consultations, I have decided to raise the current level of influenza pandemic alert from

phase 4 to phase 5.

Excerpt-

Let me remind you. New diseases are, by definition, poorly understood. Influenza viruses are notorious for their rapid mutation and unpredictable behaviour.

WHO and health authorities in affected countries will not have all the answers immediately, but we will get them.

WHO will be tracking the pandemic at the epidemiological, clinical, and virological levels.

The results of these ongoing assessments will be issued as public health advice, and made publicly available.

All countries should immediately activate their pandemic preparedness plans. Countries should remain on high alert for unusual outbreaks of influenza-like illness and severe pneumonia.

At this stage, effective and essential measures include heightened surveillance, early detection and treatment of cases, and infection control in all health facilities.

This change to a higher phase of alert is a signal to governments, to ministries of health and other ministries, to the pharmaceutical industry and the business community that certain actions should now be undertaken with increased urgency, and at an accelerated pace.

I have reached out to donor countries, to UNITAID, to the GAVI Alliance, the World Bank and others to mobilize resources.

I have reached out to companies manufacturing antiviral drugs to assess capacity and all options for ramping up production.

I have also reached out to influenza vaccine manufacturers that can contribute to the production of a pandemic vaccine.

The biggest question, right now, is this: how severe will the pandemic be, especially now at the start?

It is possible that the full clinical spectrum of this disease goes from mild illness to severe disease. We need to continue to monitor the evolution of the situation to get the specific information and data we need to answer this question.

From past experience, we also know that influenza may cause mild disease in affluent countries, but more severe disease, with higher mortality, in developing countries.

No matter what the situation is, the international community should treat this as a window of opportunity to ramp up preparedness and response.

Above all, this is an opportunity for global solidarity as we look for responses and solutions that benefit all countries, all of humanity. After all, it really is all of humanity that is under threat during a pandemic.

As I have said, we do not have all the answers right now, but we will get them.

Thank you.

In nature, influenza viruses circulate continuously among animals, especially birds. Even though such viruses might theoretically develop into pandemic viruses, in Phase 1 no viruses circulating among animals have been reported to cause infections in humans.

In Phase 2 an animal influenza virus circulating among domesticated or wild animals is known to have caused infection in humans, and is therefore considered a potential pandemic threat.

In Phase 3, an animal or human-animal influenza reassortant virus has caused sporadic cases or small clusters of disease in people, but has not resulted in human-to-human transmission sufficient to sustain community-level outbreaks. Limited human-to-human transmission may occur under some circumstances, for example, when there is close contact between an infected person and an unprotected caregiver. However, limited transmission under such restricted circumstances does not indicate that the virus has gained the level of transmissibility among humans necessary to cause a pandemic.

Phase 4 is characterized by verified human-to-human transmission of an animal or human-animal influenza reassortant virus able to cause “community-level outbreaks.” The ability to cause sustained disease outbreaks in a community marks a significant upwards shift in the risk for a pandemic. Any country that suspects or has verified such an event should urgently consult with WHO so that the situation can be jointly assessed and a decision made by the affected country if implementation of a rapid pandemic containment operation is warranted. Phase 4 indicates a significant increase in risk of a pandemic but does not necessarily mean that a pandemic is a forgone conclusion.

Phase 5 is characterized by human-to-human spread of the virus into at least two countries in one WHO region. While most countries will not be affected at this stage, the declaration of Phase 5 is a strong signal that a pandemic is imminent and that the time to finalize the organization, communication, and implementation of the planned mitigation measures is short.

Phase 6, the pandemic phase, is characterized by community level outbreaks in at least one other country in a different WHO region in addition to the criteria defined in Phase 5. Designation of this phase will indicate that a global pandemic is under way.

During the post-peak period, pandemic disease levels in most countries with adequate surveillance will have dropped below peak observed levels. The post-peak period signifies that pandemic activity appears to be decreasing; however, it is uncertain if additional waves will occur and countries will need to be prepared for a second wave.

Previous pandemics have been characterized by waves of activity spread over months. Once the level of disease activity drops, a critical communications task will be to balance this information with the possibility of another wave. Pandemic waves can be separated by months and an immediate “at-ease” signal may be premature.

In the post-pandemic period, influenza disease activity will have returned to levels normally seen for seasonal influenza. It is expected that the pandemic virus will behave as a seasonal influenza A virus. At this stage, it is important to maintain surveillance and update pandemic preparedness and response plans accordingly. An intensive phase of recovery and evaluation may be required.

U.S. lawmaker urges Mexico border curbs to stop flu

Wed Apr 29, 2009 4:31pm EDT

By Tim Gaynor

PHOENIX (Reuters) - A U.S. Congressman urged the government on Wednesday to restrict travel over the Mexico border to prevent the spread of deadly swine flu, though analysts and local authorities said curbs would be costly and ineffective.

Mexico, the country hardest hit by the influenza outbreak, is the United States' third largest trading partner after Canada and China.

Some say that its all a part of a big cover up to hide the actual agenda of our gov't and what they are up to. I can't argue with them, can only shake my head and say..you might be right..but then ya might be wrong (my crystal ball broke last week);P lol They want this health bill passed, me? I see it as a HUGE mistake, it hasn't worked anywhere so far, what makes them think it will work here and now? Geeze, Health bill/flu scare? hmmmm I smell smoke!

NASA Technology Helps Predict And Prevent Future Pandemic Outbreaks

ScienceDaily (Nov. 26, 2007) - With the help of 14 satellites currently in orbit and the National Aeronautics and Space Administration's (NASA) Applied Sciences Program, scientists have been able to observe the Earth's environment to help predict and prevent infectious disease outbreaks around the world.

The use of remote sensing technology aids specialists in predicting the outbreak of some of the most common and deadly infectious diseases today such as Ebola, West Nile virus and Rift Valley Fever. The ability of infectious diseases to thrive depends on changes in the Earth's environment such as the climate, precipitation and vegetation of an area.

Vaccine progress

Lawmakers asked how the CDC was progressing with preparing a vaccine against the

H1N1 swine flu virus. Schuchat said that if every step goes smoothly with production and

testing, a vaccine could be ready by September. However, she said vaccine production can
be problematic.
