So there's a new strain coming out of Africa.  Great.  Could that be why Africa's infection rate be so low?

It doesn't mention where it came from in the press release......

The ship came from Liberia.  Did I read that wrong in the article?

It is flying the Lyberian flag, so that is where it is registered.  It may have come from somewhere else, or from its registered base.  

Coming from Liberia is most likely, but not certain.  The article says: "via New Caledonia" and mentions crew from the Philipines who boarded in New Zealand, but does not specify the origin of its journey.

Vessel-finder*  lists it as having called in at Kimbe, Brisbane, Tauranga, Aukland,  Noumea in New Caledonia and Brisbane again.

Think you might have to look at where the crew who boarded in NZ came from
