It is flying the Lyberian flag, so that is where it is registered. It may have come from somewhere else, or from its registered base. Coming from Liberia is most likely, but not certain. The article says: "via New Caledonia" and mentions crew from the Philipines who boarded in New Zealand, but does not specify the origin of its journey.
