The report linked to be low is sobering reading.  Part of the problem is expressed.

I wonder how many other countries have this problem of not testing in care homes and so are under reporting the effect of the SARS-CoV2 virus.

Over here, they are not even counting care home deaths in the covid figures.  

The poor dead there are not even tested.  Our government is failing them quite dramatically.  We also have no PPE for most care home staff.

I voted for our government, I am ashamed for that.

How do you tell if a politician is lying?

I think we'd be in the same position who ever was running the country.  You can't suddenly magic PPE equipment out of nowhere, there simply isn't enough to go around and that's going to be the case pretty much everywhere on the planet from China to Europe to the USA.  I agree though that governments could and should have done more to prepare for this and important lessons will have to be learnt.
