I’m sure there are other states looking into this.

https://ctmirror.org/2021/09/19/state-to-thousands-who-got-unemployment-money-give-it-back/

Connecticut

The Department of Labor didn’t have enough people to manage the hundreds of thousands of workers who were laid off en masse last year, they said. The computer programs it used were antiquated, at best. Many of the people submitting applications were unfamiliar with the system and filing for unemployment for the very first time. And then there was the added complication of rolling out several brand new federal unemployment programs.

Peter Goselin, who has worked as a labor and employment attorney for nearly 26 years, said the system was so overburdened and complicated that it became nearly impossible for people to know if they were filling out their applications correctly.

With covid so bad there you would think maybe spend it on healthcare or surge capacity?

https://www.cnn.com/2021/10/01/politics/alabama-covid-relief-prison-bills-signed-governor-kay-ivey/index.html

Washington, DC (CNN)Alabama Gov. Kay Ivey signed into law Friday a number of prison infrastructure bills that will use coronavirus relief funds to build new prisons in the state, calling it a "pivotal moment for the trajectory of our state's criminal justice system."

Earlier this week, Ivey defended her proposal to use the state's allotment of Covid-19 relief funds to build prisons after receiving criticism from Democrats. The proposal included using up to $400 million of federal Covid-19 relief money, up to $785 million in bonds and no more than $154 million from the state general fund to add prisons and renovate others.

Wow that's tough on the people who received those payouts in good faith.
