What should the Government be doing to prepare for Pandemic Flu, until a vaccine is developed, manufactured, and distributed? 1. Secure the water supply- Each major municipal water supply should be surveyed and Federal teams prepared to bypass any contaminated or destroyed portions. These teams should be prepared to dispatch by plane and followed by semi truck loads of equipment, including portable bottling equipment. Contracts should be negotiated with breweries to bottle water in an emergency. Springs should be surveyed and preparations made to link them by pipeline. When Saddam Hussein was still President of Iraq, the Kurds fled to the Turkish border. Turkey refuse to let them into Turkey, and they languished on the border. Infectious diseases decimated the Kurds until the US Army built a pipeline from the nearest spring.The diseases were eliminated when clean water appeared. 2. Prepare videos and books of PRACTICAL healthcare by non medical personnel. Dr. Grattan Woodson's text is the best and only relevant source I have seen. Dr. Woodson stresses the importance of proper hydration to survive. 3. Survey locations for mass graves, and have the CAT tractors available, to avoid secondary epidemics due to the decaying bodies. 4. Preserve law and order as long as possible- During the 1918 epidemic the only quarrantines that worked in the US were reverse quarrantines. Non infected people kept infected people out. A military base in California did this successfully as did many towns in the West. The government should consider instituting reverse quarrantines on several of its military bases so at least helicopters could fly over infected areas. The mere threat of government intervention would check some of the more violent tendencies during a pandemic. Even if these efforts fail, they will work to the benefit of the survivors.
